A Content Analysis of Cigarette Sticks in South Korea: Focusing on the Necessity of Introducing Policy to Standardize Cigarette Stick Appearance

Abstract
Objective: The Ministry of Health and Welfare in South Korea plans to adopt a plain packaging policy to lower the adult smoking rate, including regulations standardizing cigarette stick design elements to reduce their attractiveness and ability to mislead consumers about their harmfulness. This study aimed to estimate the effects to consumers by cigarette stick design to infer the impact of introducing the policy by analyzing the design of cigarette sticks distributed in the first half of 2019.

Methods: We analyzed cigarette sticks by length, diameter, and design elements such as text and image details. We also compare regulations to standardize cigarette stick appearance from Australia, the United Kingdom, New Zealand, and Canada.

Results: Results showed 24.0% of tobacco products were distributed as slim type. Tobacco companies used various colors on the cigarette paper and tipping paper and displayed brand names, logos, and images abstracting features of products on sticks. In addition, color bands, dotted lines, unique patterns, and gradations were used to enhance the attractiveness of the products.

Conclusion: Numerous studies have already proved the impact of cigarette sticks design elements on smokers and non-smokers. Many countries such as Australia, New Zealand, the United Kingdom, and Canada manage the stick design as the regulatory element. Not having such regulation in Korea, the effects of tobacco control policy to prohibit or restrict advertising and promotion elements has limits. We hope introducing a plain packaging policy becomes a turning point to change the public¡¯s perception of tobacco.
